Rhode Island cannabis home grow rules for 2027

Rhode Island cannabis home grow rules for 2027

Rhode Island legalized adult use cannabis in May 2022 through the Rhode Island Cannabis Act, and home cultivation is part of that law. The rules are clear but strict, and they differ in important ways from neighboring Massachusetts and Connecticut. Here is what adults need to know about growing at home in Rhode Island heading into 2027.

The short version

Rule Rhode Island adult use
Age 21 and older
Plant limit 3 mature and 3 immature per dwelling unit
Location Indoors within a residence
Security Locked, not visible from public areas
Odor Must be controlled
Registration Not required for adult use home grow
Home possession Up to 10 ounces of dried cannabis at home, plus plants
Extraction No compressed flammable gas extraction at home

Plant limits

The limit is set per dwelling unit, not per person. Whether one adult or four live in the home, the total stays at 3 mature plants and 3 immature plants. Under Commission rules, a plant counts as mature once it has visible flowers or buds or reaches 8 inches tall. An immature plant is under 8 inches with no visible flowers or buds, so most vegetative plants count as mature. Keep a simple log of each plant so it is easy to show you are within the limit.

Where you can grow

Adult use cultivation must happen indoors within a residence. The Cannabis Control Commission rules describe the space as a locked, secure area that is not visible from the street or other public areas. That rules out backyards, open porches and balconies. A locked closet, spare room, basement area or grow tent inside the home is the usual choice. Our complete grow tent setup guide explains a compact setup.

Security and odor

The grow space must be locked to keep out children, guests and anyone not allowed access. Odor must not be a nuisance outside the home. A carbon filter on an exhaust fan is the standard fix. Our guide to the DIY carbon filter build shows a simple build.

Medical home grow is different

Rhode Island’s medical program has its own home cultivation rules. Patients and caregivers who grow under the medical program use plant tags and follow separate limits and requirements. If you are a medical patient, read the medical rules and check with the Commission and the Department of Health rather than relying on adult use limits.

Renters and landlords

The law lets landlords restrict cultivation on their property. If you rent, read your lease and ask before setting up a grow. Condominium associations may also have rules.

Making products at home

Home growers may not use compressed flammable gases to make concentrates. Solventless methods like dry sifting or ice water extraction do not use flammable gas, but check the rules before trying any processing at home. Many home growers simply dry and cure flower. See our guides on cannabis drying temperature and humidity guide and tips for curing and storing cannabis flowers.

Possession at home and away

Adults may keep up to 10 ounces of dried cannabis in their primary residence, in addition to what their plants produce while growing. In public, the limit is one ounce. Homegrown cannabis cannot be sold. Adults may share small amounts with other adults without payment, within the legal limits.

What could change in 2027

The Cannabis Control Commission continues to adopt and revise rules for the adult use market. Changes in the coming year may cover licensing, testing and enforcement more than home grow, but readers should check the Commission’s website for any update before planting. Federal hemp law is also changing on December 11 2026, which may affect how seeds are sold. Read our December 11 2026 seed rule explainer.

Compared with neighbors

Massachusetts allows up to 6 plants per adult and 12 per household. Connecticut allows up to 3 mature and 3 immature per adult, with a household cap of 12 total. Rhode Island’s cap of 6 total per home is the lowest of the three. Its rules on location are also among the strictest, since adult use plants must stay indoors.

Getting started legally

Step 1

Confirm you are 21 or older, that you live in Rhode Island and that your lease or association allows growing.

Step 2

Choose a locked indoor space that cannot be seen from outside. Plan for ventilation and odor control.

Step 3

Start no more than three plants at a time if you want to keep things simple. Our guide on how to germinate cannabis seeds explains germination.

Step 4

Keep records of each plant and its stage so you always know where you stand on the limit.

Common mistakes

  • Counting plants per person rather than per home
  • Growing on an open porch or in a backyard
  • Leaving the grow space unlocked
  • Letting odor spread to neighbors
  • Using flammable gas to make extracts
  • Selling extra harvest to friends

Traveling with homegrown cannabis

Homegrown cannabis must stay within Rhode Island. Taking it across the line into Massachusetts or Connecticut, even though both have legal markets, is not allowed under federal law. Within the state, carry no more than the public possession limit, keep it in a sealed container out of reach while driving, and never drive after using cannabis. Public consumption is not allowed.

Children and visitors

The locking rule exists mainly to protect children. Store harvested flower in a locked box as well, keep edibles clearly labeled, and keep tools such as trimming scissors and nutrients out of reach.

Grow legally and responsibly

Home cultivation is only legal in some states, and each state sets its own plant limits, locking rules and rules about whether plants can be visible from a public place. You must be 21 or older to buy seeds from Kind Seed Co, and you should grow only where your state and city allow it. Check your state rules in our guide to the legal requirements for growing weed plants in your state before you plant. Federal treatment of cannabis seeds is also changing, so read our December 11 2026 seed rule explainer before you order. Keep plants and harvested flower locked away from children, pets and visitors, and never drive after using cannabis. This article is general information.
